Back then, Jim Kay was just going to illustrate the Order of the Phoenix and the publishers knew it would take him AT LEAST two years - but it took him, as we see, three (!!!) years (poor Jim!) to finish the job (the fifth book was just finally announced not long ago). I suggest that was when they decided they needed another illustrated edition to be published regularly and which would increase their sales. Obviously, 2018 was a year of poor sales for publishers, beacuse the new edition hadn't been published. You see that Jim Kay's editions were released each year, but then he needed an extra year to illustrate the Goblet of Fire since the volume of the book increased notably.
